I expect to be able to tell wether a segment enters an intersection from the North South East or West but there is not enough information in the RNDF to determine this.
That is correct. The RNDF only provides information about adjacency so your robot will know wether to go around an intersection clockwise or counter clockwise and wether to skip a segment on its way. The rules only state "the segments are listed counter clockwise in the order they appear in the intersection".
Just as DEXTER took advantage of aerial imagery you can take advantage of additional information that is not in the RNDF. You are not even required to use the RNDF at all. If you would rather create your own file from the map you are welcome to do this as long as your are able to follow the MDF.
